Not long ago, the government announced that it would push for expansion of the recipients of the National Tomorrow Learning Card, a vocational training cost support system. The purpose is to provide more people with opportunities to develop their job skills and promote innovation in vocational training to support job retention and migration to new jobs. In this regard, they expressed their will to improve the vocational training system, such as sufficient support for training participants, supply of various programs, and support for vocational training for the underprivileged.
National Tomorrow Learning Card
Naeil Baewoom Card is necessary for competency development necessary for job seekers seeking jobs, job seekers interested in other fields, office workers who want to improve their work capabilities, middle-aged people preparing for a new life after retirement, and women who will rewrite their new careers. It is a government subsidy system that pays for expenses.
As the scope of support for the Kookmin Tomorrow Learning Card has expanded, the card issuance target has increased from ‘expected graduates’ among university students to 3rd year college students. Now, even undergraduate (graduate) students who have less than two years of study left until graduation can receive a Kookmin Tomorrow Learning Card.
Amount of support
Basic support of KRW 3 million, up to KRW 5 million
Within the scope of support, 45-85% of training costs are subsidized by the government.
You can participate in the training you want with minimal out-of-pocket costs.
(If the account of 3 million won is exhausted, an additional amount of 1 million to 2 million won is provided to some recipients.)
Who is eligible for additional support
① Insured persons working as fixed-term, dispatched, part-time, and daily workers
② An insured person who is employed by a company eligible for preferential support
③ Employees in employment crisis areas and special employment support industries
④ Those with 60% or less of the median income for the year (2 million won)
Excluded from support
Incumbent public officials, private school faculty members, persons aged 75 or older, college students with more than two years of schooling left until graduation, self-employed persons with annual sales of 150 million won or more, special workers with monthly wages of 3 million won or more, monthly wages of 3 million won or more Employees of large corporations under the age of 45 are excluded from issuance.
Payment of training incentives
Training subsidies of up to KRW 116,000 per month will be provided if the attendance rate is 80% or higher during the training period and meets one of the conditions below.
◇ Training subsidy payment requirements
① Unemployed who attend training courses for 140 hours or more, insured persons who work less than 15 hours a week, recipients of work incentives, etc.
② People participating in the National Employment Support System Type I and those belonging to the low-income class (including specific classes) among the National Employment Support System Type II
③ Self-employed insured person (up to 360,000 won per month)
How to apply for Kookmin Tomorrow Learning Card
After logging in to the HRD-Net homepage, go to the National Tomorrow Learning Card ‘Issuance Application’ on the main screen.
After logging in to the HRD-Net homepage, go to My Card > Kookmin Tomorrow Learning Card > Request Issuance on the My Information page.
Where to use Kookmin Tomorrow Learning Card
Once you have been issued a card, you can start training in different types.
✅ Kookmin Tomorrow Learning Card (general)
Training is provided in a variety of fields, including design, legal affairs, computing, tax accounting, nursing, machinery, refrigeration, air conditioning, and electricity.
National Fundamental/Strategic Industrial Occupation Training: This is a training course consisting of a long-term training course of more than 3 months in order to nurture manpower necessary for important industries that serve as the nation’s foundation, and full training expenses are supported.
✅ Course evaluation training
This is a training course that allows you to acquire a national technical qualification if you pass internal and external evaluations after completing the course.
✅ General high specialized training
This is a training course for third-year students who are enrolled in a general high school but want to find a job.
✅ K-Digital Training
This is a project-oriented training course in the field of digital and new technology taught at an innovation training institute. Challenge yourself to grow into a key practical talent in a digital/new technology company.
✅ K-Digital Basic Competency Training
This is a government-sponsored training that supports the development of basic competencies in the digital field so that workers and job seekers do not experience difficulties in entering and adapting to the labor market due to lack of digital competencies.
✅ Platform worker training
This is a training course prepared with platform companies to improve the rights and interests of platform workers and to revitalize the platform industry. The training fee is fully supported for the first session only. (No deductible)
✅ Specialized training such as responding to changes in industrial structure (previous job training on the go)
It is a regionally customized training course that provides differentiated training by region in response to changes in industrial structure. Participants are fully supported for the first training session only. (No deductible)
The National Tomorrow Learning Card supports training expenses so that people can conduct vocational competency development training on their own in order to improve lifelong competency development as a social safety net to adapt to rapid technological development and respond to changes in the labor market.
