□ As a preliminary step toward youth preparation for self-reliance, the city of Seoul is providing support to ‘youth preparing for self-reliance’ who are living in child care facilities or foster homes ahead of the end of protection so that they can raise seed money for self-reliance through the ‘Didim Seed Account’.
□ Scholarships are provided to help students save 50,000 won per month for 4 years, and the city of Seoul and the government match 100,000 won per month, which is twice the amount saved, to help them save 7.5 million won over 4 years.
○ Youth preparing for self-reliance refers to children who are subject to protection such as child welfare facilities or foster care, and who must leave the facility and stand on their own when they turn 18 (can be extended to age 24 if desired).
○ Youth preparing for independence is the previous stage of youth preparing for independence, and refers to children and adolescents who prepare for independence from the age of 15 while living in foster care facilities, group homes, or foster homes. As of the end of July, there were approximately 2,526 young people preparing for self-reliance and young people preparing for self-reliance in Seoul.
□ ‘Didim Seed Account’ is a project that helps children from low-income families build assets so that they can raise the lump sum needed for independence, such as tuition, employment, and housing expenses. It is also called a ‘child development support account.’
○ Didim Seed Account is a project in which the local government (including national funds) accumulates an additional 1:2 matching subsidy of up to 100,000 won when the child or sponsor saves a certain amount monthly in the account of a low-income child. Those eligible for support include children under the age of 18 in the care of child welfare facilities (child care facilities, group homes), foster children, etc. After the age of 18, it can be used for purposes such as tuition, job training costs, and housing, etc. for self-reliance.
□ In relation to this, Mayor Oh Se-hoon signed a “Didim Seed Account Scholarship Support Agreement and Delivery Ceremony” with People Sharing Hope (Chairman Kim Jeong-an) and the Seoul Community Chest of Korea (Chairman Jae-rok Kim) at Seoul City Hall at 11:15 a.m. on the 7th (Thursday). I had it.
□ According to the agreement, the three organizations will provide scholarships worth a total of 288 million won over 4 years to 120 young people preparing for self-reliance.

□ Meanwhile, Seoul City became the first local government in the country to announce the ‘Plan to Strengthen Self-Reliance Support for Youth Preparing for Independence’ in 2021, and prepared a second-stage support plan that strengthened psychological and emotional support last year. This year, we are pursuing a third-stage measure that focuses on expanding and strengthening projects with high satisfaction in the second-stage support measure.
□ In particular, in July of last year, ‘Young Plus Seoul’, a dedicated space to provide comprehensive support for young people preparing for self-reliance, was opened and is currently operating with a great response from young people preparing for self-reliance.
