Job seekers looking for work, those who want to change jobs and are interested in other fields, employees who want to improve their work skills, middle-aged people preparing for a new life after retirement, and women who want to rewrite their careers can develop the necessary competencies with a single National Tomorrow Learning Card.
2. Revised eligibility for 2022
You are now eligible for the third-year university release. The “Enforcement Decree of the Worker Vocational Skills Training Act” has expanded the eligibility for card issuance from university “graduates” to junior college students. The 2022 National Tomorrow Learning Card is now also available to university students (graduate students) who are “less than two years away from graduation.

Support
Up to 300~500 million won per person for education expenses, and educational rewards during the training period if the requirements are met
(Training fee) 45~85% of training fee within the range of 300~500 million won per person for 5 years.
Basic support of KRW 3 million + additional support of KRW 1 million to KRW 2 million depending on income level Renewable after 5 years.
Differentiated training cost burden is implemented according to the average employment rate of each type of job and the income level of students.
* Full support for national strategic industry job training, K-Digital training, etc.
(Training Support) Up to KRW 116,000 per month for unemployed and low-income workers who have completed more than 140 hours of training (attendance rate of 80% or higher).

3. Learning Card Application Process
If you apply for and attend a required training course after issuance of the National Tomorrow’s Learning Card, the government subsidy included in the training fee will be deducted from the issued account (card). Education incentives are paid monthly when the requirements are met. Card issuance and course application can be done directly through HRD-Net or through Career Center online or mobile access.

4. How to apply for the Tomorrow Learning Card
1. Access the HRD homepage.
It is also available as a mobile application, so you can easily apply through the mobile application.

2. Go to the vocational training portal homepage and log in.

Sign in with your Tomorrow’s Learning Card certificate
3. Once logged in, click <My Information> at the top of the page, and then click the Apply for My Card button in order.
4. If you click them in order, you can click Joint Certificate Login.

5. After logging in, you will see the following screen. Click <Apply for Issuance> and click Next.

6. Next, you need to confirm the issuer first, and then confirm the rights and obligations first, so you need to see the confirmation first.
7. Confirmed. button and continue to the next page. When you’re done, you’ll see that it’s changed to <Confirmation Complete>.

8. Next, since I’m an employee, I actually don’t have to register for the worknet.
But if you are a job seeker, you need to register on the worknet first.

10. There are two types of physical card information: new issuance and reuse of existing cards. If you have a separate card for employees or job seekers before the National Tomorrow’s Learning Card, please click Reuse, and if you are newly issued, please click New Issuance.
Nonghyup and Shinhan don’t really matter, so you can choose your favorite bank, and then you can apply with a check or credit card, so you can apply freely.
In terms of how to get the card, if you have a bank near you, I recommend visiting the bank.
It takes about 3 to 7 days for the card to be issued, so it is recommended to visit the bank, and if you are an employee like me, it may be difficult to visit the bank.
11. Employment insurance enrollment information If you work at a company, you will see your company information and the applicant will naturally be selected as an employee.

12. If you are now a job seeker or self-employed, you will need documents, so there is an option to submit documents as shown in the image below. In addition, if you are self-employed, attach your individual self-employed business license.
