Eligibility to apply
Since the Lifelong Education Voucher is a project that supports education expenses for low-income people, only low-income households can apply for support. Those eligible for support are adults aged 19 or older from basic livelihood security recipients, the next-lowest class, and households earning 65% or less of the standard median income. However, single-person households can apply up to 120% of median income.

Approximately 60% of those eligible for support are first selected from recipients of basic livelihood security and the next lowest class, and the remainder are selected through a lottery. The Ministry of Education is expected to provide lifelong education vouchers to 57,000 people this year. This is an increase of 27,000 from 30,000 last year.
