□ In order to improve the transportation convenience of pregnant women with transportation disabilities and ease the financial burden on families giving birth, the city of Seoul will begin providing transportation expenses of ‘700,000 won per person’ to all pregnant women residing in Seoul from the 1st of next month. Transportation points are paid to a credit (check) card in the pregnant woman’s name, and can be used when using public transportation such as subways, buses, and taxis, as well as for fuel expenses for one’s own car.
○ Support for transportation expenses for pregnant women is Mayor Oh Se-hoon’s pledge to create a city without worrying about child care. It is the largest scale of any local government in the country and is fully supported by city funds. In particular, this is the first case in the country where fuel costs are included in the scope of use.
□ The city of Seoul announced that it will begin accepting applications for ‘transportation expenses support for pregnant women’ from Friday, July 1.
□ Eligible for support are pregnant women who have been registered as residents in Seoul for more than 6 months as of the date of application. Application is possible from 3 months (12 weeks) after pregnancy until 3 months after childbirth. However, if the child is born before July 1, when the project begins, the child is excluded from support. The city estimates that the number of applicants this year will reach approximately 43,000.
□ Applications can be made either ▴online through the dedicated website (http://www.seoulmomcare.com) or ▴in-person (at the community center in the district with jurisdiction over your address).
□ As of the date of application, you must have a card in your name from a credit card company such as Shinhan, Samsung, KB Kookmin, Woori, Hana, or BC (Hana BC, IBK Enterprise), and you can also apply with the ‘National Happiness Card’ of the relevant card company.
○ If you do not have a card, you can apply for transportation expenses support after obtaining a card directly from the card company. Please note that changing the card company is not possible after payment of transportation expenses, so please note this when applying.
□ Online applications can be made without submitting separate documents at the Seoul Metropolitan Government’s pregnant women’s transportation expense support website (http://www.seoulmomcare.com).
○ However, if you are applying during the pregnancy period, you must first apply for ‘Local government service → Seoul city transportation expenses support for pregnant women’ in the Government 24 (https://www.gov.kr) application for comfortable pregnancy to confirm pregnancy (7.1. Afterwards), you can apply for transportation expenses for pregnant women on the website.
□ The city expects that there will be a large number of online applicants, and will accept applications divided into five parts according to the last digit of the year of birth from July 1st (Friday) to 5th (Tuesday), when it begins accepting applications only for online applications.
□ In-person applications can be made at the community center in the jurisdiction of your address. If you apply during your pregnancy, only you can apply, and you must bring your ID card, pregnancy confirmation (issued by the obstetrics and gynecology department), and a mobile phone or credit or check card in your name.
□ When applying after giving birth, not only the applicant but also a representative can apply. When applying, you must bring your ID, mobile phone in your name, or credit/debit card. When applying as a proxy, you must bring the agent’s ID card, power of attorney, documents confirming the agency relationship (copy of resident registration, family relationship certificate, etc.), and a mobile phone or credit/check card in the name of the person giving birth.
□ The transportation points you receive can be used for public transportation (bus, subway, taxi) and private vehicle fuel expenses (including LPG and electric vehicles). If you apply during pregnancy, you must use it within 12 months from the expected date of delivery, and if you apply after giving birth, you must use it within 12 months from the child’s birth date (child’s resident registration date).
□ Kim Seon-soon, head of the Seoul City Gender Equality and Family Policy Office, said, “Many citizens have already shown great interest in supporting transportation expenses for pregnant women with transportation disadvantages, and related inquiries are continuing.” He added, “Seoul City’s support for transportation expenses for pregnant women is improving the transportation convenience of pregnant women with transportation disadvantages.” “I hope that the path that mother and child take together will be happier,” he said.
