– Among those employed in childcare facilities, Saemaeul Nurseries, and workplace daycare facilities before the enactment of the Enforcement Rules of the Infant and Toddler Care Act, the following criteria apply (teacher/childcare worker level 1 and childcare worker level 2 qualification standards in Article 12 (2) [Appendix 2] of the Enforcement Decree of the Child Welfare Act) ) before August 7, 1991
